Sirma Solutions Wins Contract to Develop Grant Management System

Sirma Solutions, JSC has won a tender of European Free-Trade Association/Financial Management Office in strong competition with 19 bidders. The scope of the project is the development, implementation and maintenance of a Grant Management System, used by FMO in the framework of the management of the EEA and Norway Grants. The information system will be used as the backbone system for supporting the management of the EEA Grants and Norway Grants Financial Mechanisms from the 2014-2021 period onwards.

The EEA Grants and Norway Grants represent the contribution of Iceland, Liechtenstein and Norway to reducing economic and social disparities and to strengthening bilateral relations with 15 EU countries in Central and Southern Europe and the Baltics and the Financial Mechanism Office (FMO) is the Brussels-based secretariat for the Grants. The FMO is affiliated with the European Free Trade Association (EFTA) and reports to the Foreign Ministries of Iceland, Liechtenstein and Norway. The FMO also serves as a contact point for the beneficiary countries of the financial mechanisms.

The FMO’s Grant Management System is intended to cover all the needs for management of the business processes, the documents and the financial flows for the Grants. The system will be accessible through the internet to different actors, from various countries, such as public entities in the donor countries, FMO’s personnel and different types of organizations (local, regional, national, private and public) in the beneficiary countries. These various stakeholders will rely on the system to manage the complete programme cycle using various workflows, document and contact management, financial management, and a powerful and flexible reporting, in order to gain insights into the progress and effectiveness of the FMs at different levels.
